COM1 Flow Control is your culprit.
Do you have an XBee module installed? Beyond that, everything else looks good.
You can turn the Xbee Module off in the GEM Network Utility Firmware tab if you don't have one.

Thank you, I disabled flow control and am now getting data. I might have an xbee module, but I don't have any devices, so I'll disable that.

If there's a module at the top of unit near the LEDs (to the left of them) you have an Xbee module and have to leave that enabled. That setting basically lowers the drain on the module while sleeping (unplugged).

Old post but still an update:
Over the past 6 month, I only had 2 issues where GEM stopped sending data.
It seems to have been a power issue. I had tried several different power supplies as well as PoE to 5V adapters but they all caused issues.
What I ended up doing is to use a DC-DC converter to supply power to the GEM. The DC converter is powered by a central 24V DC distribution in the server rack so the GEM is now also protected by a UPS. The 24V distribution also allows me to turn off outputs via Home Assistant, so I can remotely restart GEM.
This new power supply setup solved the communication loss issue.
During one of the two failures after fixing the power issue, I discovered that the switch the GEM was connected to had a few ports that stopped working for some strange reason.
